Richard Celeste has approved pay raises for 19 of his 30 cabinet members, despite the governor's recent claims the budget for the 1988 fiscal year will contain a "very, very small amount of growth." At least one cabinet member declined the increase, saying. it was inappropriate. State Sen. Stanley J. Aronoff, R- Cincinnati, who chairs the Senate Finance Committee, said he was surprised by the raises.

"It's always hard to preach austerity if the top. (state employeess) are doing Aronoff told the Dayton Daily News and Journal Herald. The raises are not subject to approval by the Legislature because the money comes from the governor's appropriation, Aronoff said. Brian Usher, Celeste's press secretary, said Celeste awarded the increases after the governor and Chief of Staff Carolyn Lukensmeyer reviewed the cabinet members. Voters last May rejected a proposal for a 0.5 percent, 10-year county sales tax to provide money for a $175 million convention and sports complex and for the Central Ohio Transit Authority. However, attorney Greg Lashutka says a similar proposal could be on local ballots this November, if elected officials decide to proceed. Lashutka is chairman of the Columbus Civic Center Committee, a group of 74 members that is studying proposals for the center. based on performance, duties and number of employees. Pamela Hyde, director of the Ohio Department of Mental Health, received the largest raise of $15,500 because she has greatly improved the Mental Health Department, Usher said.

As a result of the increase, Hyde now makes $69,514 annually and is one of eight Cabinet members who have higher yearly salaries than Celeste, who makes $65,000 per year. Richard Seiter, director of the Department of Rehabilitation and Correction, received the secondhighest raise at $10,499, also increasing his salary to $69,514. Roberta Steinbacher, who heads the Ohio Bureau of Employment Services, received the third-highest raise, but said she has turned it down. Steinbacher said federal cutbacks that have forced her to freeze hirings and promotions have made it inappropriate for her to accept the $9,049 raise. "This agency is facing a severe budget crisis as a result of cuts in federal funding," Steinbacher said.

"It's not the time for me to be accepting a raise when I've asked (the agency's employees) to take a cut in every area."
